Origins of the IFS HPC certification

The ever-increasing demands of consumers, the growing responsibilities of distributors, the rise in regulatory requirements, and the globalization of product flows have made the development of a uniform framework for quality management and safety of consumer products essential.

Thus, the IFS framework for auditing suppliers of Drugstore, Perfume, and Hygiene products was created collegially.

*IFS HPC for International Features Standard – Household and Personal Care (in French IFS DPH for Drugstore Perfume Hygiene )

The main objectives

  • to establish a common framework, with a uniform evaluation system,
  • to work with accredited certification bodies and qualified auditors,
  • to ensure transparency and the possibility of comparisons throughout the supply chain,
  • to reduce costs and time related to audits, both for distributors and suppliers by replacing supplier audits with the IFS audit recognized by industry professionals.

The IFS HPC certification is intended for manufacturers of drugstore, perfume, and hygiene products, whether they are private label, own brand, or no name.

The program

The IFS HPC certification is carried out according to the requirements listed in the IFS HPC standard, downloadable here: IFS HPC Standard V3

As of today, version 3 of the IFS HPC is in use, applicable since September 1, 2023.

The requirements are listed in part II of the standard. There are a total of 236, divided into 5 chapters:

- Governance and commitment

- Product safety and quality management system

- Resource management

- Operational processes

- Measurements, analyses, and improvements

The scoring system

In order to determine if an IFS HPC requirement is met, the auditor must evaluate all the
requirements of the checklist (Part 2), which are classified as standard requirements or KO requirements.
The IFS scoring system covers several ratings based on the level of compliance of

the requirement, from full compliance to deviation and/or non-compliance.

  • A Compliance:  total 20 points
  • B (deviation):  Almost total compliance 15 points
  • C (deviation) : Low proportion of the requirement met 5 points
  • D (deviation) : Requirement not met -20 points
  • Major non-compliance: Can be attributed to any requirement that
is not a KO requirement when:
There is a product safety issue.
There is a failure to comply with legal requirements
There is a loss of control over a process that could affect product safety.

In this case, a deduction of 15% of the total number of points is made.

  • KO (6 requirements involved) Requirement not met. In this case, a deduction of 50% of the total possible points => no certification possible.

The result

With a score of 95%, the site can be certified "Higher Level".

Between 75 and 95%, the site can be certified at the "Basic Level".

Below 75%, the site will not be certified.

The duration of an IFS Broker certification audit is generally 1 day (8 hours).
